在今年（2012）的3月30日澳大利亞移民局公布了從今年7月1日開始實施的新的技術(shù)移民簽證類別。簽證類別變化如下：
原來境內(nèi)遞簽的獨立技術(shù)移民簽證885和境外遞簽的獨立技術(shù)移民簽證175合并為獨立技術(shù)移民簽證189。原來境內(nèi)遞簽的州擔保和親屬擔保886簽證以及境外遞簽的州擔保和親屬擔保176簽證合并為擔保類技術(shù)移民簽證190。原來的境內(nèi)遞簽的偏遠地區(qū)擔保臨居技術(shù)移民簽證487和境外遞簽的偏遠地區(qū)擔保臨居技術(shù)移民簽證475合并為偏遠地區(qū)擔保臨居技術(shù)移民簽證489。
以下是根據(jù)澳大利亞移民部官網(wǎng)對三個新技術(shù)移民簽證介紹的翻譯。
Skilled Independent （subclass 189） visa
獨立技術(shù)移民簽證189
Features
簽證特點：Permanent visa for skilled workers who are not sponsored by a state/territory, employer or family member.
適用于非政府、領(lǐng)地、雇主和家庭成員擔保的技術(shù)人才的永居簽證。
Allows visa holder to live and work anywhere in Australia.

Visa validity
簽證有效期Your visa is a permanent residence visa. As a permanent resident you are permitted to remain in Australia indefinitely.This visa also allows you to travel to and enter Australia for five years from the date the visa is granted. The expiry of this visa travel facility does not affect your permanent resident status if you are in Australia. However, if you want to continue to travel to and from Australia as a permanent resident after the initial visa has expired, you must obtain a Resident Return Visa （RRV）。Your eligibility for an RRV will depend on the period that you have resided in Australia.

總之，即在未來新的移民簽證架構(gòu)下，上述移民簽證不再分申請人是在境內(nèi)遞簽還是境外遞簽。但需要注意的是，就目前移民法的要求來說境內(nèi)和境外移民簽證類別對申請人的工作和學習經(jīng)驗的要求不完全一樣。所以7月1日上述境內(nèi)境外簽證類別合二為一之后，是否對境內(nèi)外申請人的簽證和打分要求仍有區(qū)別我們只能在法律通過議會審核之后才能確認。
